La Organización Internacional de Ayudas a la Navegación Marfttma (en lo sucesivo, "la OrganIzadón) se constituye por la presente, con arreglo al Derecho Internacional, como organización Intergubernamental 2. RnalÑÓ objetivos P195 1 La finalidad deja Organización es reunir a Gobiernos y qrpnlzaclones que participan en la regulación, le prestación, el mantenimiento o el funcionamiento de la ayudas a la navegación marftlma, con el fin de. Impulsar los suleñtas objetivós: a) fomentar el desplazamiento seguro y eficiente .de+buques rnSlant..Ja.meJony , antoniSclón de las ayudas a II navegiclón rnarflhna en todo el mundo, en beneficio de la comunidad maiflima y la protección dl medio marino; b) promover el acaso a cooperación táailca y fomento de capacidades en todos los asuntos relacionados con si desarrollo y la transmisión de conocimientos especializados, ciencia y tecnología en materia de ayudes a la navegación mMtlma; c) Incentivar y facIlitar 1a adopción general de las normas más exigentes en los asuntos relacionados con las ayudas a la navegación marftlma; y d) hacer posible .1 Intercambio de Información sobre asuntos que estén siendo examinados por la Organización. El Reglamento General y el Reglamento Financiero precisarán el Reglamento Interno que se aplicará en cada órgano y regirán la gestión cotidiana de la Organización. Y, Articulo! La Asamblea General 1. Los Consejeros se elegirán mediante votación en cada salón ordinaria da la Mamblas General, con arreglo al Reglamento General. Articulo 9 Comités y órganos sube IJadas 1. Los Comités y órganos subsidiados contribuirán a la consecución de la finalidad y los objetivos de la Organización. 2. Los comités: a) elaborarán y revisarán las normas, recomendaciones, directrices, manuales y demás documentación pertinente señalados en los programas de trabajo; b) harán un seguimiento de las novedades enluesferade las ayudas a Ip nvnacI6n marftlma; c) facilitarán el Intercambio de conochwtós osp claRados y expertenclas4entre los Estados miembros, los miembros asociados y los mlembroi afillados; y (cid:9) • 4)(cid:9) realIzarán cualesquiera otras tareas que les asigne el Consejo. Artículo 20 La Secretar! a 1. La Secretaria permanente de la Organización estará formada por el Secretario General y el personal que sea necesario para la labor de la misma, dentro del marco presupuestario aprobado. 2. El Secretaria General será nombrado por un periodo de tres altos y podrá ser reelegido por un máximo de das nuevos perlados consecutivos de tres ulloa cada uno. 3. El Secretario General será responsable de la gSlói cotidiana de laOrganlzaclóncon 'sujeclón a las orientaciones que puedan formular la Mambla General o el Consejo. 4. El Secretario General será responsable de '¡& celebración de acuerdos con Estados y organizaciones Internacionales, con sujedón a la .próbaclón de la Asamblea General Caí n arreglo al articulo 7.7 m). 5. Par su parte, cada uno de los Estado miembros secompromete a'respetar.el carácter axcluslvamente;lntamadonalde las funciones del Secretario General y del personal, y a no tratar de Influir sobre ellos en el desempeño de sus funciones. Articulan Votación 1. La Asamblea General y el Consejo harán todo lo posible por adoptar sus decisiones por consenso de los Estados miembros. 2. Cuando Indecisiones dele Asamblea General odel Consejo no puedan tomarse por consenso, se tomarán pqrmayoS de dos tercios de los Estados miembros presenta y votantes mediante Va" secreta. 3. Solo los ESos miembros tendránderecho.de voto. Cada Estado miembro tendrá un votos salvo en el caso pr Istoen el articulo 13.4. 4. La eIeión del Presidenta, el Vicepresidente Y. el. Secretario General se, realizará mediante votación secreta por mayoría simple de los Estados miembros presentas y votantes de conformidad con el Reglamento General.. 5.'(cid:9) La elección del Consejo se realizará en función del mayor número de votos de los Estados miembros presentes Y votantes que se hayan obtenido mediante votación secreta, con arreglo tI Reglamento GeneraL Articulo 12 Mloinas Los Idiomas oficiales de la Organización serán el árabe, el chino, el español, el francés, el Inglés ysi ruso. Alo 13 Financiación Las gastes para el funcionamiento de la Organlzaclónse sufragarán con cargo alas recursos financieros proporcionados por a) las contribuciones dios Estados miembros, b) las azotas de los miembros asodudos y aflllados;y c) donaciones, legados, subvenciones, aportaciones y otras fuentes aprobadas por el Coniejo por recomendación del Secretario GeneraL 2.(cid:9) Cada Estado rniembro.abonará,una contribución ycada miembroasociado yaflhlado abonará una cuota e la Organización, con carácter anual por. ¿1 Importe,que se ;detemmlne de IF-2022- 15161 795-APN-DTR#MRB de 93 A/final_de_pagina/conformidad conil articulo7.7 g). Se denegará, mediante notificación por esafto'del Secretarlo General, el derecho de voto y si derecho a ser elegido para el Consejo a todo Estado miembro que está en mora en el pago de las contribuciones correspondientes a des altos hasta que se liquiden los pegdbandl.ntesde conformidad con el Reglamento Financiero, sufro que la Asamblea General lo exime de esta disposición. S.(cid:9) Una vez que el consejo haya aprobado los estados financieros auditados de la Organización, la Secretaria las distribuirá a todos los Estados miembros y miembros asociados y afillados en el Informe Anual. Arffcsdolt Pn.aItdad jurídica, privilegios e Inmunidades 1.(cid:9) La Organización gozada personalidad jurfdicalntern.clonal y tiene facultades para: a) contratar y celebár acuddoscon Gobiernos; organizaaünn y otros órganos; b) adquirir y enajenar bienes muebles Inmuebles; y c) entablir aSones judiciales. 2.(cid:9) En ti territorio de cada uno de sus Estados miembros, la Organización gozará, en la'msdida prevista en un acuerdo con dicho Estado, de los prM!eglos e Inmunidades necesarios para el eJercicio de sus funciones ye! cumpümiento de su finalidad y objutPvos. 3.(cid:9) NIngún Estado miembro o miembro asociado o afinado será responsable, por el bacilo de serlo o 'de participaren la Organiiadón, de las aWones, omisiones u ¿bligaclonsi de esta. AnISO 15 Enmiendas 1. cualquier Estado miembro podrá proponer enmiendas a la presente Convención, por escrito, al Secretario General. 2. Con al menos seis meses de antelación aMa examen por parte de la Asamblea GeneraL el Secretario General distribuirá la enmienda propuesta, en los Idiomas oficiales, a todas los Estados miembros.(cid:9) 3. La enmienda propuesta deberá ser aprobada inStante votación de la Asamblea Genera1 L 4. El Secretario General enviará al Depositado toda enmiendaeprobada de ccnforSldád con el párrafo 3. Este último notificará a todos !os Estados miembros la aprobación de la enmienda. S.(cid:9) La enmienda entrará en vigor para todos los Estados miembros seis meses después de que el Depositario haya recibido por escrito la notificación de aceptación de dos tercios de los Estados miembros, salvo en el caso de aquellos Estados miembros que hayan notificado al Depositario, conañterlorldad a la entrada en vigor de 1a enmienda, que esta no entrará en vigor en su t.ItIohama que hayan notlflcadoiu aceptación. 6.(cid:9) Sin perjuicio de lo dispuesto en el párrafo 5 supra, la,Asemblea General podrá decidir, por onsenso, que la enmienda entrará en vigor para todos ¡oí EstadosmiembrosekJmese desjiuM'4e que el Depositarlo 'haya-recibido por ósqpl notificail i de aceptación de dos te (cid:9) de los Estados'Sembrus.
